Last night I attended the Commissioners meeting on the Capitol Budget Plan. The budget plan spends $ 52,135,390 over the next 5 years.

8 % Nursing Homes
6 % Public Safety
4 % Parks, open space,farmland preservation
The following are New Programs I think should be cut or reduced.
Lehigh Valley Regional Crime Center is a cross jurisdictional effort involving 50 local law enforcement
agencies in Lehigh and Berks Counties designed to aid in fighting crime and improve officer and public safety. Cost $ 1,700,000 in 2012 and $ 2,500,000 in 2013.
Cedar View Apartments is seeking $475,000 in 2011, for the expansion of the Community Room at Cedar View to accommodate the increased activities of the residents. $ 75,000 was allocated in 2010 for a total of $ 550,000 over two years.
Jorden Creek Greenway project is looking to develop a regional trail system to connect the City of Allentown's Park system to the Trexler Nature Preserve. The County funding will be used as a Grant match for trail development. $1,000,000 total. $ 333,000 in 2011, $333,000 in 2012 and $334,000 in 2013.
Jordan Parkway Improvements is seeking $ 412,000 in 2013 for the Planning and Construction of additional ball fields. Reportedly the 3 present field are unable to satisfy the demand.
I will advise as to the next Capitol Planning meeting.
It seems that the issue of Row Officers salaries will be coming back (we knew it would) again.
There was some interest in the Commissioners forfeiting their raises to pay for any increase in the Row Officers pay. Some Commissioners HAVE NOT taken the increase that was given 2 years ago, they include Commissioners Dougherty,Browning,Eckhart and Creighton.
Commissioners Hamm,Jones,McCarthy and Roman HAVE taken the raise. Commissioner Hansell was not on the Board when the raises were applied.
Special Meeting of the County Commissioners at the Trexler Environmental Center 4935 Orchard Road, Schnecksville.
This meeting was prompted by Andy Roman who had wanted a retreat. But, under the Sunshine Laws a private retreat is not legal. This was chosen as an alternative. Some of the issues on the agenda are as follows.
Possible re-assessment of property
Solid Waste management plan and possible plastic bag control program
Bi-County / County Health Department ( It's back ) Never really went away.
Review and possible re-engineering of which businesses the County should be engaged in.
A possible Government Study Commission for the Home Rule Charter to see what changes should be made.
These are all IMPORTANT issues, and this is a public meeting, if anyone is interested
