There were two issues of interest at this weeks Commissioners meeting. The first being the Row Officers salaries . The second is the charges for a “carry permit” by the Sheriff's Department.
Commissioner McCarthy introduced bill 2010-68 Setting the salary levels for the Row Officers as follows.
Present 2012 2013 2014 2015
Controller 62500 62500 64000 65500 67000
Coroner 62500 62500 64000 65500 67000
Sheriff 62500 62500 64000 65500 67000
Clerk of Judicial Records 62500 62500 64000 65500 67000
Comments made by the Commissioners; Percy Dougherty: Although he was pleased that the increases were dollar amounts instead of percentages he will NOT support this bill. He feels that the amount of compensation is comparable to other Counties throughout the State.
Glenn Eckhart is not very optimistic about our economy recovering any time soon. His feelings seemed to be that, at the present time and for the foreseeable future we should not increase salaries for anyone. People are taking cut in their pay to keep their jobs. He will NOT support this bill.
Thomas Creighton : I don't believe he will support this bill.
Andy Roman : Will not support this bill at this time. He wants to wait until the budget is done.Maybe Yea/nay ??? at a later date.
Danial McCarthy; Bill sponsor will support passage.
Gloria Hamm; I believe will support bill.
David Jones: I believe will support bill.
William Hansell; This is a case unto it self. Commissioner Hansell will support this bill, however he is reluctant because he thinks the compensation is “ NOT enough ” . He stated that the private sector is giving managers big raises and we should be giving more.
I don't know what Planet Commissioner Hansell is on, but it can't be the same planet we're on. The only salvation I see, is he won't be running for the office he holds now. Since he was appointed and not Elected he really has no “skin” in the game.
This gives us a 4-4 vote with the deciding vote held by Commissioner Browning. At this time he will vote YES on this bill. I will leave it up to him to explain his vote.

Next issue is Bill 2010-69 Authorizing the Sheriff's Office to impose a additional fee for a concealed firearm license.
State law imposes certain fees for the application and issuance of these licenses. The current fee in Lehigh County is 25.00 for a paper version. The Sheriff office has set the Fee at 38.00 for a hard plastic license. The need for this increase is to offset the cost of new equipment.
I obtained my License in 2005, it is a hard plastic license. I believe that the cost at the time was 35.00.
Commissioner Browning paid 38.00 for his recent license.
- What authorization did the Sheriff's Department use to increase the fee from 25.00 to 35.00 and when did that go into effect?
- When did the 38.00 fee go into effect? Under what authority was the fee raised.
- If the equipment was available in 2005 for my license, why is the Sheriff's department looking for an increase now.
